ontrol over another person’s body is, as Michel Foucault has shown, perhaps the most elementary form of power.

But even the late French theorist might have been surprised by the machinations of the Corrections Corporation of America (CCA) and GEO Group, the United States’ two largest companies that design, build, finance, and operate prisons. As Peter Cervantes-Gautschi originally reported, the CCA (based in Nashville, Tennessee) and Geo Group (a global corporation based in Boca Raton, Florida) are crucial forces in the covert organization of the current wave of anti-immigrant legislative efforts. CCA’s top management contributed the largest block of out-of-state campaign contributions received by Governor Jan Brewer as she sought election in November 2010. Brewer has been an outspoken champion of Senate Bill 1070 (SB 1070), the Arizona state law that is the most expansive and strict proposed anti-illegal immigration legislation in recent US history. Furthermore, two of Governor Brewer’s aides who helped sign SB 1070 into law are former CCA lobbyists. As Cervantes-Gautschi shows, both CCA and GEO rely almost exclusively on revenue from tax dollars at local, state, and federal levels, and they directly profit from the incarceration of immigrants apprehended by US Immigration and Customs Enforcement (ICE). Since 2006, roughly a million immigrants have been incarcerated in dangerous
detention facilities, in what Cervantes-Gautschi characterizes as “a taxpayer-financed private prison system.”
Though corporate media eventually reported on the lobbying efforts of CCA and GEO and how private companies like these benefit from the criminalization of immigrants, what Cervantes-Gautschi’s report reveals, and what corporate media ignored, is the extent to which CCA and GEO are integrated into Wall Street. The principal investor in CCA is a hedge fund, Pershing Square Capital Management, run by Bill Ackman, who plays a powerful role in Target Corporation and Kraft Foods. Wells Fargo is the principal investor in GEO. Thus, many Americans are invested in CCA and GEO through their pensions without knowing it. The same is true, as Cervantes-Gautschi reports, of Congress. Most members of Congress have personal investments in one or more of CCA’s or GEO’s major shareholders. Thus, in addition to the substantial campaign contributions that congressional leaders receive from the private prison industry, many stand to gain from the dubious economic successes of companies like CCA and GEO.
