On the subject there has been an interesting debate between P. Renouvin and D.C. Watt at the Franco-British Colloquium of September 1972. According to Watt it was British policy that held Italy back. According to Renouvin, whom we follow here, the explanation was that Italy was not ready. Ciano went to Germany in August and was frightened to discover that Hitler was not bluffing and that war was imminent (see Ciano,
